Subject: [cma-l] Ofcom awards community radio licences

Ofcom today announces the award of four new community radio licences.

Community radio services typically cover a small geographical area and
are provided on a not-for-profit basis focusing on the delivery of
specific social benefits to enrich a particular geographical community
or a community of interest.

Ofcom has awarded community radio licences in the following areas:

     * Rossendale Valley, Lancashire
     * Bollington, Cheshire
     * Biddulph, Staffordshire
     * Knowsley, Merseyside

The new community radio licensees in each of these areas are:

Rossendale Radio, Rossendale Valley
Website: http://www.rossendaleradio.co.uk

Rossendale Radio will serve the people who live in, work in and visit
the communities of Lancashire's Rossendale Valley. The station will
provide a comprehensive, trustworthy, community-focused service with a
strong emphasis on local information, empowerment and social action
campaigning.

Canalside Radio, Bollington
Website: htp://www.ccr-fm.co.uk

Canalside Radio will be an accessible and open to all service,
providing training, community activities and a broadcasting facility
serving Bollington, and the surrounding area.

Moorlands Radio, Biddulph
Website: http://www.moorlandsradio.co.uk

Moorlands Radio will serve the rural towns of Leek and Biddulph along
with smaller villages across the Staffordshire Moorlands. It will
include programmes produced and presented by local people, local
music, access to local leaders and politicians, and it aims to develop
local talent through in-house training schemes.

KCC Live, Knowsley
Website: http://www.kcclive.com

KCC Live will broadcast to young people (10-24 year olds) in Knowsley.
This target community will benefit from participation in exciting,
non-elitist, highly-varied radio which values and explores, in ways
which are relevant to them, their opinions, musical tastes and lives
in general.

Licences are awarded for a five-year period.

A statement setting out the main determining factors for the award of
the four community radio licences referred to above will be available
shortly from the Ofcom website.

In addition to the licence awards detailed above, Ofcom considered
five further applications, but has decided not to award a licence to
the following groups:

     * Kat FM, Crewe and Nantwich
     * Tatton FM, Tatton, Cheshire
     * Halt FM, Altrincham, Cheshire
     * CCM, Congleton, Cheshire
     * Southport Community Radio

Applications for community radio licences are being invited on a
region-by-region basis. Further details can be found on the Ofcom
website at: http://www.ofcom.org.uk/radio/ifi/rbl/commun_radio/
