Excerpts from The Times Online:

"Instead, [Jeremy Hunt] offers newspaper owners a review of
cross-media ownership rules so “the Liverpool Echo could own Liverpool
radio and Liverpool television”, allowing, in other words, one company
to control all the media in one city, in the hope that local press
will be able to compete with the Corporation and, at the same time,
Google."

"Mr Hunt is immediately disappointed: “If we can actually deliver,
this will be the biggest shake-up since the launch of Sky and BSB
[twenty years ago]. There will be a succession of changes to
cross-media ownership rules and the launch of a new national network
of local television stations. These are things that would change the
broadcasting landscape” — even if the BBC continues to loom large."
