The ‘add/drop solution’ was initially proposed at the Scottish Local TV 
Forum in March 2005. It “offers the most consistent and convenient 
solution, and potentially offers the widest reach for Local TV of all 
the terrestrial options.” OFCOM, Digital Local, January 2006
