Broadcasting remains a power reserved to Westminster and largely off
the agenda in Scotland. Local authorities have been entitled to hold
broadcasting licences since 2003. The Scottish Local TV Forum coincides
with Ofcom’s review of future public service television and the
Department of Culture Media and Sport’s consultation on local digital
TV licences. Analogue TV will be replaced by digital in Scotland from
2008. This Forum is a starting point for exploring how Scotland’s
communities can benefit from a variety of more localised television
services.
