What will survive?

Next week's Ofcom proposals on public service broadcasting could change 
the TV world, says Barry Cox

Next week, Ofcom will publish a set of proposals for securing the 
future of ITV Channel 4 and Five as commercially-funded public-service 
broadcasters (PSBs). These are unlikely to command universal assent.

Like the broadcasters themselves, Ofcom is grappling with the 
implications of a digital future where the continued delivery of 
public-service broadcasting outside the BBC looks problematic. The 
kinds of changes needed to secure such a future will have to be 
radical, and therefore unattractive to significant sections of public 
opinion. They may well not appeal to the broadcasters or the government 
either.
