Local Government Broadcasting Licences
Keynote speaker: Jon Zeff, Head of Broadcasting Policy, DCMS

This ‘sleeves rolled up’ seminar organised in conjunction with Local
Government Communications looks at the appropriate licensing regimes,
and the social and commercial impact, of proposals for local government
to be able obtain licences to provide and sponsor local broadcast
services.  The seminar is made possible through generous sponsorship
from LG Communications and the Wireless Group.

The seminar for local government official is being organised by the
Westminster Media Forum, whose seminars are widely attended by
government ministers, senior officials, parliamentarians, regulators and
industry. They regularly attract strong media interest.

Three main themes are being explored:

·        Assessing the opportunity: what can local government gain from
participating in local broadcasting markets?

·        Implementation issues: how can commercial partnerships work;
data protection and defamation issues; and a new platform for statutory
notices?

·        Content issues: a new definition for ‘political programming’?

·        The effect on local media markets: A powerful competitive
start-up in already crowded local markets or a welcome aid to
sustainability through investment and content?
