[comradio-l] Ofcom Research: The future of small scale radio

It's good to see that Ofcom is commissioning research into the small-scale 
station market, although there doesn't seem to be anythign surprising or 
non-intuitive in the results.

It was dissapointing however to see that the questionnaire and summary 
completely overlooked the dominant form of small-scale local radio station 
in the Highlands and Islands region - that is, stations holding commercial 
licences but operating not-for-profit. Seven out of the eight independent 
local radio stations in the Highlands and Western Isles are in this ghost 
category!
