The Radio Authority only advertised each licence after intense lobbying by local groups, MPs etc assuring them there would be at least one one applicant. The seven stations concerned had to wait for licences to be advertised and go through the full commercial radio competitive licence application process. The whole thing usually taking about 3 years.  <br></p><p>In practice there was only one applicant in each case, but they were still put through the full assessment and testing process just like any other full commercial licence applicant. They each gained full commercial licences, but chose to operate them on a not-for-profit basis, and all are still in operation. It surprised the rest of us here because Nevis had always seemed to be by far the most commercially viable of all the small not-for-profits in the Highlands and Islands.</p><p>There are numerous commercial licence holders already operating (intentionally) with a not-for-profit model (not to mention all those doing it involuntarily!).</p><p>And some hybrid arrangements - I think Perth FM effectively changed from profit-seeking to not-for-profit when it was taken over by Heartland, a not-for-profit station (which unfortunately also failed to find Perth FM viable and effectively transferred it to Wave 102 last year).</p><p>I'm not aware of any restrictions at all on the operators of a community licence from applying for a commercial licence if one is advertised in their area.</p><p>Alex</p><blockquote><p class="ox-b7005a8cec-MsoNormal" style="margin-bottom: 12.0pt;">On 28 April 2017 at 17:51 Alan Coote <alan.coote@5digital.co.uk> wrote:</p><div><p class="ox-b7005a8cec-ox-e77840de21-msonormal"><span style="font-size: 11.0pt;
