and the then ILR’s were measured by the same stick. Prior to this ILR had
JICRAR and the BBC had its own system. I
can’t remember the exact differences but the BBC measured its radio reach by
the ‘day after’ method. ILR used a different method and therefore it was not scientifically
possible to compare the two methods. <o:p class=""></o:p></p>

<p class="MsoNormal">These days as a programming tool, it use fairly useless but
useful a tool show BBC verses Commercial reach and share over a past period. .The
three-month-cycle of data shows something is going on rather that what is going
on. It cannot tell you this day, how last Wednesdays new local feature
performed. It can show in 6 months time, that during that time period, some
people listened to it for whatever minutes.<o:p class=""></o:p></p>

<p class="MsoNormal">Shooting off the hip, I would say that 20% of community
stations never get a RAJAR diary in their area, whilst 40% might have two.
Therefore less than half might get on the radar. If you are a member of RAJAR

The government wanted to advertise on community-based radio, as it ‘felt’ it was reaching an important sector, and would help the government fulfil its duty to get its messages across to as many citizens as it could. The problem was it needed a way to demonstrate that it wasn’t just chucking away money. The government also asked us to devise a practical scheme by which the buyers could place advertising with the small stations without having to negotiate rates with each station every time.
