<p>There should be no problem at all here in that Community Radio Licensees are legally bound by their Key Commitments specifically requiring the provision of Social Gain to the chosen community.<br>
I appears therefore that they cannot have made this point adequately in their submissions to Power to Change. </p>

By way of example, Sheffield Live was knocked back at outline application stage (which gives minimal opportunity to make the case), with the following reasons given:<br>

"Locally Rooted - Your application did not evidence that the project has a clearly defined local geographical area of focus (for example: in urban locations this could be a neighbourhood, ward or section of a city; in rural locations this could be a village
or collection of villages). Broad Community Impact - Your application did not demonstrate how your project would positively benefit a range of people within your community in addition to the specific community of interest your organisation serves."<br>

This is consistent with that which is stated in the guidelines. I wonder if this is a template response to community media proposals. Has anyone received similar, or different?<br>

On the first point, the guidelines indicate that PtC definition of 'community' is both geographical and small scale. Unless they are prepared to reconsider this, it will exclude many community media that would reasonably consider themselves 'locally rooted'
but cover too large an area to meet the narrow PtC definition. On the second point we can not find any logical basis for the conclusion reached.<br>

I suggest a robust letter of concern from the CMA addressed to the new DCMS Secretary of State, cc'd to the Big Lottery Chief Exec and the head of PtC.
