As I said, PPL also uses the agreement of CMA and the apparently 'willing signature' of most CR stations as supposed evidence that its terms must be fair.</p><p>I regard the whole setup as a denial of justice to the micro stations (commercial as well as CR).</p><p>To change this 'properly' the sector would as a whole first of all have to seek legal opinion as to how strong its case might be before a tribunal, and if it looks favourable, then establish a fighting fund to pay the legal costs of resistance. There would be no guarantee of success.</p><p>Alternatively, if *all* stations simply refused to sign up, PPL would be faced with the bad publicity and trouble of having to take out several hundred legal cases against the stations. It would probably decide to pick them off one by one, starting with the weakest, so all the stations would need to agree to put what would otherwise have been that year's PPL fees to cover the costs of those attacked first.</p><p>But can you see the sector having the nerve to see that through?</p><p>A starting point, with no risk, could be for each station to sign the new licence with an endorsement that it regards itself as signing under duress, and that its agreement should not be taken to constitute evidence that the it regards the terms as fair. Members should also ask CMA to make a similar statement to the collecting societies if they feel it to be the case.</p><p>Alex</p><p>PS for PPL in the above, you could also read PRSfM. Any individual or organisation hoping to obtain a Short Term Restricted Service Licence must first obtain approval for their transmission from the UK communications regulator, Ofcom.</div><div><br></div><div>If a Short Term Restricted Service broadcaster intends to simulcast these transmissions online they do NOT need to apply for a separate or additional licence, they simply need to fill out the relevant details on the Short Term RSL application form. That has always seemed most strange to me seeing as the 'music police' have always been so pro active over the charging of licence fees. Lastly, as the number of radio stations grows to the point where the total exceed the number of possible listeners as the number of broadcasters rises then shouldn't the fees get cheaper.
