I think we have to draw a sharp distinction between campaigning and reporting. If a station sets itself up as a campaigning station, so be it, but I do think that that is a dangerous stance particularly if it causes high emotional and possibly irrational responses. That is my main concern and, probably, there I shall let it rest.
In reference to Mike’s point about working in a rural area, I recognise that difficulty and sensitivity as I work in rural Somerset in a network of small market towns of similar size to Wetherby, where Tempo FM is located. For me when considering a question like this I find it helpful to refer back to our shared Community Media Charter – available to read on a permanent basis on the front page of the CMA website. The sixth paragraph states that we as broadcasters ‘ensure a right of access to production facilities and platforms for minority and marginalised groups, in order to promote and protect cultural diversity’.

To me this means simply making sure the full range of voices are heard. There are lots of proven ways - and many still to be invented - to ensure this. Sometimes it simply means being pro-active about encouraging and supporting those marginalised groups to come forward and make themselves heard.
In the town where I work from – Bridgwater – we run annual Bridgwater Together events where the many different linguistic communities that live and work in the area come together to share food, stories, music – and yes – debate the issues of the day. We as Somerset Film (working with several community radio stations as well) provide a platform for that to take place, as a registered charity we can’t take sides obviously. By sharing a day together the diverse communities demonstrate collective strength and harmony, and that is a powerful message without the need for further explanation.

I say all this not as any kind of criticism of anyone’s position, but we are facing probably the greatest democratic crisis since WW2 and given the shameful nature of much of the mainstream media content recently we can’t – shouldn’t – ignore it, or simply leave it to the authorities to give us their line on it. Instead let’s get our creative hats on and find all the ways we can to ‘promote and protect cultural diversity’.
I don’t know if anyone saw the video of the man on a tram in Manchester yesterday but what saddened me more that the attitude of the young people who were hurling racist and xenophobic abuse, was the amount of people who stood facing the other way and decided it wasn’t their problem.

It’s been four years since I was involved in running a community radio station but I still speak to many stations and support projects that work with the community radio sector. My understanding of the reason community radio even exists is that it gives a voice to those who may struggle to have one in any other way, and supports community understanding and cohesion. If ever there was a time that was needed, it’s now. The police have a job to do, absolutely, but CR has a much wider reach and could produce some content that pre-empts the issue rather than responds to it.

I always think back to a show I produced with a group of volunteers which looked at the similarities between the beliefs of a variety of communities in the area I worked and was broadcast at the same time as a visit from the English Defence League, it wasn’t popular with everyone but it certainly got some people thinking.

I’m not as involved in the sector right now, but am still an active advocate for it. I’m not one to start an argument (ok, sometimes I am), but I think this is an amazing idea that could really make a difference. But more than that, I think CR has a responsibility to address issues like this, otherwise what differentiates you from your local commercial station. Good luck with the project and I’ll keep an eye out for opportunities to help.
 > Subject: Re: [cma-l] CMA radio sanctuary campaign suggestion
 >
 > Thanks everyone for your reponses and offers of help- I'm meeting with Spark people and our partner organisations on Friday and will get back to you with a plan- hopefully that will include a 'model' for other stations to follow and contribute to and then we can circulate on the list.
 >
 > I think we need a strong slogan. I am impressed with this campaign at the moment :
 >
 > http://indy100.independent.co.uk/article/safetypin-the-simple-way-you-can-show-solidarity-with-the-uks-immigrant-population--ZJzeRPz6kHW
 >
 >
 > So any ideas for an audio SAFEty pin catchline that is inclusive to migrants whether they are long term migrants, temporary migrants (like international students) or people who have recently arrived? "Community radio-your space for solidarity and safety" ...I'm no copywriter
 >
 > If people are already producing jingles or programmes relating to this it would be great to hear/hear about them.
 > Subject: [cma-l] CMA radio sanctuary campaign suggestion
 >
 > There have been worrying reports over the last couple of days about the rise in xenophobic and sometimes racist hate speech and behaviours towards citizens from minority ethnic communities, migrants (including 'temporary' migrants such as international students) and refugees.
 >
 > Can we in the community media community can do some kind of on air/social media campaign to show how community radio stations are a safe space for these groups? We have plenty of evidence through programmes and stations run by and for these communities over a long period of time but now I think it is time to shout out more about this.
 >
 > What do CMA members think about this? Maybe there is already a campaign we can adapt? Any offers to help do or co-ordinate this?
