</head><body><p>I believe as of 2010 there was a surplus of at least £265 million as a result of Digital TV Switchover having cost far less than had been allocated to it from 2005 onwards, plus there were other surpluses. In 2009 Ofcom said the licence fee surplus was running at £130m a year, which would suggest it could have been as much as £400m at that time.<br></p><p>At the time Ofcom wanted £130m to go to Channel 4, and to spend £30-50m/year ongoing subsidizing commercial TV news, but that disreputable idea was sunk. It is not an unreasonable demand that this funding should be reinstated.</p></div><div><p class="ox-a21e986153-MsoNormal" style="margin-bottom: 12.0pt;">Meanwhile the CMA and its members should surely be doing more to press for an increase in public funding for the sector as a whole.
