<body class='hmmessage'><div dir='ltr'>I visited a Client this week who has been awarded an AM CR Licence in a large city - because Ofcom says there are no FM frequencies available.<br>We carried out a Band II spectral scan on the top floor of the tall building in the city centre housing his studios where we are planning to site his AM aerial.<div>Out of the 204 possible channels we found:</div><div>4 primary national services with signal levels at 54dBuV</div><div>5 additional national service transmitters at 48dBuV</div><div>9 other services including an existing CR at 40dBuV</div><div>14 other unidentified services at 24dBuV or lower</div><div>27 clear frequencies where there was no signal greater than the measured 8dBuV noise floor.</div><div>Now I fully accept that just because a frequency appears unoccupied it doesn't necessarily mean it will be usable for the intended service.</div><div>I am suggesting to the Client that he very politely asks Ofcom to say why each of these 27 frequencies cannot be used for his high value but relatively low-power service for his city - which is effectively surrounded by hills on three sides.</div><div><br></div><div>------------------------------------</div><div><br></div> </div></body>
