<div dir="ltr">As financial and demographic pressures begin to bite, governments in the UK, Ireland and other OECD countries are realising that traditional models of public service delivery require rethinking if we are to weather the storm. While many of us have benefited from post-war public-run education and health care, for a significant minority the welfare state has failed. Stubborn economic and social inequalities remain. There is growing recognition that we are failing to make best use of the strengths within our communities and in individuals.<br>
<br>As austerity continues to affect public spending, governments are struggling with the implications of ageing populations and increased demand. The Carnegie Trust argues that a new model of public services, based on a new relationship with citizens and communities, is required. Based on almost 200 research reports, policy analysis papers and government documents, the review highlights the shift from the welfare state to the enabling state. <br>
<br>The opportunity to take control of your own future is an important factor in both personal and community well-being. How can governments build a society which gives citizens and communities more control without disadvantaging vulnerable members?<br>
<br>In the final report of the Carnegie Trust's Enabling State series Sir John Elvidge has recommended 8 steps that governments can take to enable well-being. Sir John’s report marks the culmination of 18 months of research and discussion with key stakeholders in the UK and Ireland.<br>
<br>The aim of the project was to better understand how an Enabling State could best support individuals and communities to take a more active role in public service delivery and improving societal well-being.
