Jaqui and I particularly have challenged them at various Digital Radio Group meetings we have attended over the past 2/3 years.</div><div><br></div><div>In terms of listening (which is the 50% target) this is being confused with Listeners. And the <b>listening</b> to Digital stats relate to all platforms (excluding Internet streaming) so it is listening on DAB, FreeView, Sky, FreeSat, Virgin, BT, TalkTalk etc all added together. This figure is still below 50% and the DAB element (although the largest) is well below 50%.</div><div><br></div><div>We were told yesterday at OFCOM that the term "coverage" is also a less than definitive term. The signal strength measurements for FM which are accepted as meaning an place is "covered" are different to those being used for DAB. Plus it is perfectly possible to listen to an FM station, perhaps in mono, well outside the official coverage area with a lower signal strength. But for DAB the weaker signal strength means no signal at all due to the nature of digital radio being either on or off.</div><div><br></div><div>So terms like "listening/listener", "digital", "coverage" and indeed "switchover" (which we have argued should be called "migration") are being used in a misleading way and deliberately so. It is no surprise that mere journalists don't really understand the issues and use phrases like "FM saved"!</div><div><br></div><div>It is also a political football. No Government wants to be accused of switching off the radio services of literally millions of listeners. We are also committing, alongside Ofcom, to look more closely at other rules and regulations that exist around radio, to ensure they are fit for purpose in a digital age. <o:p></o:p></div></div><div><div style="margin-top: 0cm;
