the full public consultation on the Advertising Codes, BCAP’s
proposed change to the rules surrounding PCAS generated a significant
number of responses. In light of those responses, BCAP decided to consider
the issues relating to PCAS separately.<o:p></o:p></span></font></p>

to have misunderstood what was being proposed, believing that an outright
ban on the advertising of all PCAS in broadcast media was being
