I would fully endorse Alex's view - as I nearly always do - because we've been in this situation on countless occasions for RSLs and latterly for at least 20 CR projects.<BR>
The most often overlooked subject is finding the right transmission site at the optimal cost.<BR>
You have to sell what you're doing to the people who will gain most from it - be it Council, Police, commercial property owner, provate site owner, hilltop farmer or simply private householder.<BR>
Big site-owning organisations are a non-starter usually, but that said, we are currently negotiating with BT for a prime site share.<BR>I'll happily share experiences and details with anyone in this situation.<BR>

<DIV><FONT size=2 face=Arial>Our council initially offered us a 'special community rate' of £2,500 pa, which they said was half price, and we declined. We then identified which councillors were on the relevant committees (Police Board in our case) and discussed it with them. That was more productive and we settled at £600 pa. It might be that with a more prolonged campaign we could have reduced it to zero, and one day I will go back to the fray!</FONT></DIV>
<DIV><FONT size=2 face=Arial></FONT> </DIV>
<DIV><FONT size=2 face=Arial>One other thing to watch out for, which hit us when setting up, is that many mast owners have a condition that you are not permitted to do anything yourself on the mast or employ your own contractors, but are obliged to employ their preferred contractor. In our case the contractor charges a £1,000+ minimum call-out fee for up to a day, plus time and accommodation if it extends beyond a day (for example if an antenna parts turns out to be missing and you have to wait for it).</FONT></DIV>
<DIV><FONT size=2 face=Arial></FONT> </DIV>
<DIV><FONT size=2 face=Arial>Also watch out how much you will be charged for electricity - if that is being resold by the landlord it may be at a premium rate, and can mount up.</FONT></DIV>
<DIV><FONT size=2 face=Arial></FONT> </DIV>
<DIV><FONT size=2 face=Arial>A second site, where we built it from scratch ourselves has proved much cheaper - no rent, and no need to call in outside contractors for minor works, and a very low electricty rate negotiated. </FONT></DIV>
