Christmas and did a post to the CMA list around that time as we were trying to
gauge people&#8217;s views towards census coverage, with our own attitude being
skeptical, following their &#8216;no marketing budget&#8217; claims at our

not going to be providing any coverage/support to the 2011 census after hearing
the likelihood is that community media promotion won&#8217;t be funded, but the

support their plans. We&#8217;ve recently reined in coverage on some local
venues/organisations in <st1:City w:st="on"><st1:place w:st="on">Norwich</st1:place></st1:City>
for similar reasons &#8211; they expect free coverage/promotion but aren&#8217;t
prepared to support the station!<o:p></o:p></span></font></p>

12.0pt'>The biggest problem with community radio is that stations do not work
together to achieve payment for promoting issues that Government wishes to
promote to &#8216;hard-to-reach&#8217; groups.&nbsp; The Census is an example
of this.&nbsp; This is something that CMA should have taken on board and
created awareness of a very long time ago.&nbsp; It&#8217;s not difficult to
understand that Government departments will not offer payment for something that
they can get for nothing.&nbsp; They know that commercial radio and tv have to
be paid for publicising the Census.&nbsp; They also believe that community
radio stations will do the job for FREE, as they have done in the past.&nbsp;
The only way things will change is to say NO PAYMENT &#8211; NO
PUBLICITY!&nbsp; If the announcements are classed as public service then all
stations can receive payment for promoting the Census.&nbsp;&nbsp; People may
think this is a hard line to take, but, if the Government is paying all the
other media for coverage then it is only fair to pay community radio for giving
the same, if not better coverage.&nbsp; Community radio can reach groups that
other media are unable to reach.&nbsp; Community radio stations should stand
together to achieve the recognition that they deserve.&nbsp; It shouldn&#8217;t
take too long for Government departments to realise what community radio can
offer in terms of reach.&nbsp; But, whilst community radio stations do things
like promoting the Census for free then community radio will continue to be
taken advantage of and will carry on being on the breadline and desperate for
funding to exist.<o:p></o:p></span></font></p>

<p class=MsoNormal><font size=3 face="Times New Roman"><span style='font-size:
12.0pt'>Have a united policy on things like this and stand together.&nbsp; That
way community radio can achieve great things and achieve better funding. <o:p></o:p></span></font></p>
