regulator can set up a proper spectrum audit and develop a frequency plan. Community
services should not be restricted by power. If the spectrum is better managed
and better allocated, then community services would have far improved powers
and coverage etc.</p>

<p class="MsoNormal">The influence and lobby of the commercial sector needs to
end, currently they are dictating the need and of course, it is in their
interest that things stay the same.</p>

<p class="MsoNormal">This is not efficient use of the spectrum. In fact totally the
opposite of what Ofcom was supposed to achieve!</p>
