5.4 Programmes in the services (listed above) must exclude all expressions of the views and opinions of the person providing the service on matters of political and industrial controversy and matters relating to current public policy (unless that person is speaking in a legislative forum or in a court of law). Views and opinions relating to the provision of programme services are also excluded from this requirement.

I have heard a community station do exactly that a year or so ago regarding a library.
I've looked for a specific rule about not influencing statutory bodies in the codes, but can't seem to find it.
If you or someone could point me to the approporate paragraph, I'd appreciate that.

It can be political when it concerns its own future.
Under the Broadcasting Act and Ofcom codes, radio stations are not permitted to be politically partial or to engage in activities intended to influence the decisions of statutory bodies (eg it’s illegal for a radio station to support a campaign against the closure of a local hospital or library) *BUT* there is one exception in law, and that is when the decisions could have a direct effect on the activities or future prospects of the radio station.
