In principle, not for profit SSDAB would only work for stations looking to fund their own carriage or offset costs from others.
However, while there may be a business case for providing additional and / or high quality stereo services to fill the available multiplex space, I suspect that much capacity would go unused.
There seems zero incentive to own a multiplex without being on it and who in their right mind would want competing services on their multiplex?
I think a better model is revenue sharing after providing mandatory free access say on a third of the bandwidth.

Not only interesting but potentially of great importance!
At the AGM I argued it was critical that if community radio had to migrate to DAB that the multiplex they were on should owned by the community radio stations on it and could then be used as a source of income generation (by ‘renting’ space to commercial operators.
I’m not sure that ‘multiplex are to be provided on a non-commercial basis’ is exactly saying but it goes a long way towards it.

I hadnt seen the bill had been published thank you ever so much for that.
A quick read shows the following points:
1. any person who has an interest in a national or local multiplex is disqualified to hold a SSDAB multiplex license
2. multiplex are to be provided on a non-commercial basis
3. provide capacity reserved for community radio

I can only speak for the Manchester ‘trial’ and it is going well, thank you. 18 stations currently: 14 DAB+ and 4 DAB; with 3 more joining imminently.
It’s a real shame that there are only 3 community radio stations onboard - Gaydio; Unity; and Heritage . I have a feeling this will be replicated across the country and that minimuxes may not be the alternative digital home for community radio that the DCMS is hoping it will be.
