I would suggest the first port of call, would be to talk to whoever manages radio transmitting licences on the island.
Given that you should be able to manage that easily, it comes down to what frequency they decide you can use, as to what equipment you need.
Also, you could talk to the ham radio folks on the island, as they may also be able to help with that. There are three who are quite active (ZD7VC, ZD7BG and ZD7FT) and I’m guessing you may know them anyway.
