[cma-l] FW: PPL and PRS for Music Community Radio Licences - Customer Consultation

I’ve not had chance to look at it yet, but alas, if it runs true to form and
on par with everything else over the past 12 Years, I reckon we get the neon
light ‘Pointless’ out of the store cupboard and stick it up. If it is as
inspiring as ‘’go and have a cup of tea with your local BBC Editor’’ then
God help all of us.

 

Can I just say that both Blackers and I had a fabulous Day on Saturday 
 I
love the atmosphere, I love the being together, the ambience, and it is a
real Day out. We arrived early, had the full day if you include conference,
networking, chin-wagging, meals, awards, pub, late night scoff, nice hotel,
good brekky and pleasant trip home What more could one ask for ?

However 


.. yes there is a however. There nothing wrong with us all being
softly softly, nicey nicey, kissy kissy, fluffy fluffy, twee twee and
burying our head in the sand if we are happy to tootle along for the next 12
years in the same manner.

When we left the Arena, it appears as if most are TOOTLING ALONG       if we
are all being honest with ourselves, that was us as a collective body
putting a brave face on. We’re still operating at a limp, and even and when
we operate at a limp, folk still want their three-pennith out of us.

 

I had a chat with a number of people weeks before the Conference. I told
them how I felt it would go. If I had gone down to the bookies and put on a
bet 
 I’d have won !             the BBC chap ran absolutely true to form,
and we achieved nothing. 50% of speaker time was once again telling me
everything I already know – in fact, I could have told them as I feel I know
more about them than they do. We achieved nothing because we still do not
know what POLICY we are following ????

 

What is ‘’’working with the BBC?’’’     I still don’t know ?


1)      Do we provide them with material and they pay us

2)      Do we provide them with material and they pay nothing ?

3)      Do we provide people and they cherry pick and we lose our staff /
volunteers ?

4)      Do they give us content ?    news etc etc

 

I haven’t a clue and I still haven’t a clue.

Personally, I am not interested in the BBC, I see them as competition, so
unless they are giving us something, I’m not bothered 
. But for the sake of
being nice and polite we have tried to make contact 


.. it would have been
easier to contact the Clangers in outer space than Mrs Squires or Mr Bowman.

So far as try again and if you have no luck then let Big Boss Dave know 

I’m not convinced, because as I say we have no clear policy or guidance and
the BBC wallers all pee in same pot anyway       so    your guess is as good
as mine.

 

Mr Holdsworth clearly disagrees with our request for a share of the 8
Million for news journalists, so we’re on a none starter from the outset. I
wouldn’t have em anywhere near the joint.

 

Policy on restrictions / community radio fund were never even mentioned on
Saturday 
in fact anything that could have sparked disagreement / debate was
never on the agenda and no doubt never will be. The nearest we get is
whinging on the message board and here I go again. When we do get anywhere
near a mere sniff of disagreement, the Microphones miraculously run out of
battery life    LOL

 

All I will say is that my 30 second cameo appearance on Saturday struck an
accord with quite a few people 
 how do I know ???   quite simple really






..when about 30 people from 20 different Stations come up to you and
say ‘’good on ya’’ for bringing it up then you know something somewhere is
clearly a miss. It’s a good job I didn’t get 30 minutes 
 I may have been
paraded around the University in a Sedan chair or on the Pope Mobil

 

Well done though 

 a good Day indeed overall and can we do it again this
weekend ??    and next ??

 

Regardless of my observations I never mean any harm, I just want things
better than they are 
 you witnessed out awards on Saturday         it isn’t
that I want better     WE ALL DESERVE BETTER and we are better than to be
treated as third fiddle.

 

With reference to PRS/PPL      all I’m interested in is :-

 

1)      Number of songs played per-hour      average

2)      Standard budget reasonable cost payment
bearing – in – mind that

3)      We are not for profit and our NET revenue is zero / zilch / diddly
squat

4)      No reporting, as there is nothing to report apart from song usage

 

Anything outside of this, my attention span has suddenly developed into that
of a Goldfish.

 

I fill the form in later as I need to get back to the 50 Plates 
.. well

Look out for this in your e-mail, or go straight to the consultation online
even if the email gets spam-trapped or whatever


 

However, don’t too get excited – both bodies still plan to set their own
fees independently, and both plan to continue charging much the same large
minimum fees as at present - £942 in PRS’s case, and £856 for PPL for a
station with up to 200 online simulcast streams.

 

I see one ‘new right’ being offered is that PPL will now allow stations to
play their own live output in their premises without an extra licence! The
other one of note is that if I am reading it correctly, a separate MCPS
licence will no longer be needed for holding music or programmes on a
computer or fileserver – PPL and PRS are now including that right in the
proposed licence. 

 

Fees for stations with between 50 and 100 Internet streams will drop a bit
due to rebanding, and stations with small scale DAB simulcasts will save a
bit more due to a lower cost option on the combined licence.

proposed changes to the way in which both PPL and PRS for Music license
community radio stations.

>From 1 January 2017, it is proposed that PPL and PRS for Music will offer a
joint licence in place of each society's individual licences.
