[cma-l] dab trial propsed extention

The Access trials were said at the time to last 1 year, that turned out 
to be optimistic, possibly due to the Everitt report in 2003 which 
required a bit more time than that.

Presumably this trial will be documented by Ofcom so they would have 
known how long it would take.  One could be forgiven for suggesting that 
this is radio, not forestry.
