[cma-l] Change to Key Committments

If they don't like the Ofcom proposal I'd have thought they could follow
the same sort of principle that Ofcom follow when stations ask for power
increases.  ie: *"Sorry what was agreed at the start of the licence is set
in stone and cannot be changed"* - or words to that effect!

But as others point out, I thought the spirit of the changes was to make
the KC's more flexible and easier to comply with and measure.
