Dear Members and Supporters

Most of you will now have received a letter from PPL and PRS for Music
(PRSfM) with regard to a Joint Licence for community radio.

There is little information that we are able to share at this stage as the
details of the proposed Joint Licence are still being worked on by PPL and
PRSfM and communications on this matter have to be approved by the Legal
Teams of the licensing agencies. Therefore much of the text below
is drawn from the Joint Licence letter with some additional detail added.
The Community Media Association seeks your feedback on the proposed Joint
Licence.

PPL collects and distributes licence fees for the use of recorded music on
behalf of record companies and performers, whereas PRSfM collects and
distributes fees for the use of musical compositions on behalf of
songwriters, composers and music publishers. .

Both PPL and PRSfM have received feedback from the Community Media
Association and from community radio stations relating to the current
method of licensing music rights for inclusion within Ofcom-licensed
community radio broadcasts.

The licensing bodies have carefully considered the comments received so far
and, building upon the experience and success of joint licensing between
PPL and PRSfM in other sectors, and now believe that it is possible to
further simplify the licensing of music rights for community radio
stations. Accordingly, subject to a successful consultation with the
sector, *PPL and PRSfM intend to introduce a Joint Licence for
Ofcom-licensed community radio stations with effect from 1 January 2017*.

The joint licence will provide all community radio stations with a simple,
‘one stop shop’ licensing solution, combining the rights of both
organisations in a single licence agreement.

The joint licence will be administered by PPL, acting on its own behalf and
on behalf of PRSfM*. *This means stations will have one point of contact
for any queries regarding your licence, you will make a single payment
covering both sets of rights, and you will need to submit Net Broadcasting
Revenue information only once each year, reducing the administration
associated with ensuring that the music you include within your broadcasts
are licensed correctly.

Prior to introducing new licensing schemes, PPL and PRSfM are committed to
a fair, reasonable and proportionate consultation in accordance with each
organisation’s Code of Conduct:

By way of example, PRSfM has examples of other closed consultations and
notifications it has conducted across the business, examples of which are
available on the PRSfM website:

As part of the consultation process, PPL and PRSfM will initially liaise
with the Community Media Association and will then send out further details
to the sector in due course.

Licence for community radio please use the online form below so that we can
