[cma-l] 5km: limit or no limit

It may be of interest that at Lincoln City Radio Ofcom reduced our ERP from
25 to 13 watts before we began broadcasting.  Probably something to do with
the fact that our antenna is on the top of Lincoln Cathedral.  (Our
transmitter's in the Bell Tower.)
