[cma-l] PPL / PRS for Music mini consultation

By saying this I meant that CR gives airplay to PRS/PPL members who don't
have the machine of major labels, etc behind them.  "Unsigned" was used by
me rather casually there.

We regularly get "unsigned" or self-signed/self-publishing artists give us
their PRS numbers - and these are the kind of people I'm talking about.
Commercial radio, as we know, won't touch most of them for airplay.
