I would suggest that will be properly local radio services such as the present Third Tier of Community Radio, of which there are currently 237 stations in operation.

IMHO considering the amount of public money that has been spent on delivering 97% population coverage DAB for BBC channels, it seems an obscene waste of money (and radio spectrum) to continue simulcasting them on FM for much longer.  I thought the BBC were meant to be cash-strapped?  There needs to be planned transition to DAB for the 4 main channels asap - releasing up to 70% of the FM band for new services - making possible a real radio renaissance.
