Agreed, but that's the place the content will be published, and if you 
sign-up to email or RSS updates, Parliament will tell you as soon as 
it's published. Daft and frustrating as it may be that a Bill can have a 
First Reading without any actual content, that's how it works, 
unfortunately.

My experience of tracking other Bills through Parliament is that the 
really interesting stuff happens in Committee Stage (where a small bunch 
of parliamentarians go off into a small room and debate the Bill clause 
by clause), which follows the Second Reading, and when it comes to deep 
technical detail, it's the Committee Stage in the Lords where the real 
scrutiny gets done, and that is the time and the place to get your 
detailed proposed amendments in, or to argue why what they are proposing 
will have unintended consequences - they have both the time and some 
folks with real expertise.

I successfully got the Charities Act 2006 amended on behalf of the 
Hospital Broadcasting Association by lobbying the Government lead on the 
Bill in Lords, after getting nowhere responding to official consultations.
