The most recent report from the Carnegie UK Trust "The Enabling State in
Practice: Evidence from Innovators" is now available from their website:

This new report introduces the learning from 6 innovative projects which
show the current ‘state of play’ of the Enabling State.  The projects were
the winners of the Enabling State Challenge and embody key elements of
transformative public services including: coproduction, localism, outcomes
focus and prevention.  It follows a three year research and development
programme by the Carnegie UK Trust which explored how well-being could be
improved by changing the relationship between citizens and local and
central governments.

Carnegie set out to identity innovative practice and learn from it.  The
overall picture gathered shows that the Enabling State approach is
gathering momentum, due to a combination of reduced budgets and a desire to
work differently to improve people's lives.  However we continue to see two
models running in parallel, with innovations coming up against challenges
of rules and regulations designed for a more traditional model of public
services. The report concludes that the challenge is now how to learn from
their experiences to make it easier for projects like these to get up and
off the ground and to reshape mainstream public services to be more open
and empowering.
