[cma-l] Review of the approach to community radio Key Commitments

This has gone on a slightly different tangent now..

But I have often discussed that if a robust methodology was developed to
survey community radio on audience data (Rajar like outcomes, not process)
but also on the social gain / community impact, that community stations
could commission for a low cost or zero cost that would great.
