[cma-l] S-RSL applications for radio

Unfortunately it's not limited to the military. I noticed that an RSL
on around 107 was being effectively blotted out everywhere. A
combination of two audio sources revealed that the problem was an ILR
transmitter on the Croydon mast, it was fixed when I pointed it out to
NTL. Presumably no one had noticed it. I didn't like to mention it to
the RSL people who had been claiming a wide audience for their broadcast!
