Point being that a JFMG type solution
would be implemented without reference to Ofcom.

      No.

" fixed cleared frequencies in licensed bands ......around 87-88
megs" is what Ofcom has tried to implement but it's simply a
        cop-out.
It needs a simple on-site evaluation of spectral occupancy
to be sent to Ofcom with a request to select one of the
          frequencies which is unoccupied

            Not having been involved in
RSLs (short) for some time I note from other comments that
there still seem to be problems (such frequencies and
early cut off dates) which have been around since the Home
Office ran the scheme. The history of radio links
provision has had similar issues which were mainly dealt
with by providing more spectrum, in common with mobiles,
etc., primarily in city areas. This pro-active approach
has been sadly lacking in the broadcast bands, possibly
because of the need to pretend that there is a spectrum
shortage. Out sourcing has usually been on the basis of
fixed cleared frequencies in licensed bands so presumably
this would need to be around 87-88 megs. Standard issue
kit in this sub band has already been implemented (radio
cracker) so it would be feasible. A further point - has
anyone been consulted about these changes to licence
              conditions?

Surprising - just like the royalty
licecenes for RSL's the Ofcom fees are extortionate
(£1960k for 28 days plus £400 application fee) so I had
assumed it was as a nice little profit centre for Ofcom.

Surely it can't cost them more than £2.4k in
administration to evaluate a S-RSL application?

If this is driven by manpower or admin cost issues
they ought to consider out-sourcing the work like they
                  have already for radio links....
