No Geoff, small stations don't have to do that sort of reporting at all. At most they do a snapshot on 4 preadvised days in the year. Our they nominate another big station as a proxy, ie one that has broadly similar output.

The payments to the less mainstream artists that feature on small stations must presumably suffer by this system.

James' point regarding the cost of commercial radio PPL licences is a good one. 
The fact that one for a small commercial station could be less than a CR station is interesting but the reporting requirements for commercial radio are far greater than CR.  CR stations are not required to give a daily return or even a monthly one of what was played when.  Whereas commercial stations have to do this either daily or as a snapshot every few weeks.  Would CR stations be able to do this in a cost effective  way?  I don't think this has been addressed has it?
