James' point regarding the cost of commercial radio PPL licences is a good
one.

The fact that one for a small commercial station could be less than a CR
station is interesting but the reporting requirements for commercial radio
are far greater than CR.  CR stations are not required to give a daily
return or even a monthly one of what was played when.  Whereas commercial
stations have to do this either daily or as a snapshot every few weeks.
Would CR stations be able to do this in a cost effective  way?  I don't
think this has been addressed has it?
