I think £30k would have been a much more reasonable and defendable level.

There is also no provision for it to be index-linked, but at least the law will provide for Ofcom to request it be reviewed if it wants. Given that all of a radio station's costs are essentially index-linked, and tax codes adjusted each year, I can't seen any justification for not doing so with any thresholds of this sort. Inevitably it will stick at £15k until inflation has run ahead for some years.
