This is historic, partly due to the beeb mis-using (in London) the word 
"local", in the 70's we formed a group to promote the idea of borough 
based radio, hence the term "community" was used to distinguish it from 
so called local stations that covered an entire city.  You could always 
use "Access" instead !!!
