It's important that we understand the changes to the Application process:
The full name of the proposed licensee should be provided in the application form (i.e. they should match those on a passport or UK driving licence).For all applications for licences from individuals (rather than companies or organisations), Ofcom now requires proof of identity and address from the prospective licensee. This should take the form of copies of the applicant’s current passport and a recent utility bill for their home address, dated within the last three months. These documents should be submitted with the application form.For all matters relating to applications for a licence, and the operation of licences once granted, Ofcom will only correspond with and/or deal directly with the applicant or licensee, and will not discuss matters relating to either an application or a licence with agents, consultants, or other third party representatives.
The first two are sensible and logical, but the third appears to rule out such matters as a bona fide objection to anything concerning "....applications for a licence, and the operation of licences once  granted...." - and an authorised contractor to the Licensee calling Ofcom to ask for a PI code or verification of an issued frequency or ERP for instance.
Not a positive forward step I suggest.

Ofcom has outlined the application process for short-term restricted service licences (SRSLs) to provide a radio service between 15 June and 23 July 2015.

Ramadan falls within this period, and Ofcom expects to receive a large number of applications to run radio stations at this time.

Due to the high demand for SRSLs in some locations in the UK, and the limited FM frequencies available, Ofcom expects to allocate licences by way of a draw.

The large number of applications Ofcom expects to receive also makes it impractical to accept applications on the usual 'first come, first served' basis.

Applicants wishing to provide a service between 15 June and 23 July 2015 are therefore invited to submit their application between 19 and 23 January 2015.
