[cma-l] Let's fix EU Copyright!

In general terms Gary, how you publish the material is irrelevant since 
copyright exists in any work someone has created as author (or 
producer).  It could also exist in an authored script used as well as 
the music.  The only use currently allowed is "fair dealing" where a 
clip would be played as editorial.  Anything else has to be licensed.
