I don't agree.If they were universally applied - than yes.But as I've pointed out many times - 36 of the current 226 CR transmitters are running more than 25 + 25.I said that I wasn't aware of any where we had been involved - not that it didn't happen.Ofcom doesn't prohibit after-launch enhancement - it simply says it gives it a low priority and the onus falls on the Applicant to do the research first and present it at the beginning of the process.Sure, commercial stations do get results - but at the last meeting I attended at Riverside House a recent case was quoted to show it took 15 months to clear an application from a large well-funded Group.It isn't hard - do some trials and get specialist help with propagation planning.
That was the whole purpose of my starting this thread.

Ian, et al  Thanks.  This confirms my experience that Ofcom use the 5km 25W argument for not allowing alterations after launch. They are then rules not guidelines. Commercial radio stations can and do alter their coverage if they make a business case, again in my experience Ofcom look sympathetically on these requests.  The logic it seems, is that Ofcom advertise Commercial licences on the basis of a coverage area while Community Stations are not.
