If my memory serves me correctly they do publish the reasoning for the award of local DTT and is Local TV not in the same section of the Comm Act as community radio?
... you may be able to reason that they should publish the decision for the award of the license to the successful bidder in the community radio sector based on this precedent.

Perhaps no one has asked before or they are following the same process as they have always done, anyway who knows, I'm sure the unsuccessful bidders  are given feedback if they ask for it, here is the account of the decision for London, as an example.
