Regarding open source solutions, recently announced on this list is
Airtime that SourceFabric is now co-developing with Resonance FM.
Airtime is free, open software that allows a radio station to manage,
automate and schedule their programme remotely. Airtime is for Linux
platforms but once installed can be controlled from anywhere using a
modern browser.
