The Department for Communities and Local Government is currently
consulting on the Community Right to Buy and Community Right to
Challenge elements of the Localism Bill:

http://www.communities.gov.uk/localgovernment/decentralisation/localismbill/

Community Right to Buy - under this right communities can ask their
local authority to register buildings of local importance, such as old
town halls, community halls or the last village shop or pub, as being
of community value. If the building comes onto the market, the
community will be given extra time to bid and raise money to take over
the building, thereby keeping it for community use.

Community Right to Challenge - under this right community
organisations, parish councils and local authority staff will be able
to express their interest in taking over the running of a local
service. The local authority will have to consider the expression of
interest.

The Government wishes to consult with relevant authorities and with
community bodies, charities, parish councils and relevant authority
employees. Individual service users are also welcome to respond.

You have until 3 May 2011 to respond to the consultation.
