Dear all

Here is a way to set up a permanent community media fund, independent of 
government, without causing any lasting damage to that great 
institution, the BBC.

Why not take the £130 million of digital switchover underspend that was 
previously earmarked for "independently funded news consortia" and 
create an endowment fund under the administration of an independent 
non-profit grant-making body along the lines of the Australian Community 
Broadcasting Foundation:
