Taking this a little further - is there any real need in such a small 
market for a Reporting System at all?

What does it achieve for the Royalties Agencies and what exactly do they 
do with the information they receive?

Like you say, Andrew, it's about time they put aside whatever 
differences they think they have and I propose again that the whole 
licensing and administration of CR is placed by mutual consent into the 
Regulator's hands with separate cheques being payable to Ofcom, WTA, 
MCPS/PRS and PPL at the outset - and then it's done for the year and 
everyone's happy!

Unless of course you want to pursue the other equally sensible idea of 
CR being totally exempt from Music Royalties, because it's quite 
possible that the cost of administration and collection could outweigh 
any fiscal benefit.
