10Radio, which already has a weekly green show and a monthly
sustainable living slot, would be interested in working with others to
put in a national bid - but we haven't got the capacity to lead it
(being almost all volunteers with day jobs).  I thought it might
interest one of the big stations and or CMA though, with delivery at
community level via local stations.  Until 2 years ago I was a board
director of Friends of the Earth and while I no longer have active
involvement I might still be able to lever in some of their network of
200 local groups to help out.

Start date: 04/11/2008
Outline:

The Greener Living Fund (GLF) aims to help individuals and communities
in England live more sustainably, reducing their carbon footprint and
reducing pressure on natural resources. Grants will be awarded for two
years to around ten national third sector organisations (delivery
partners), enabling them to deliver programmes that help people to
change their behaviour in the home and when shopping and traveling.


Total Fund Value: £ 6,100,000
Grant Value - minimum: £ 200,000
Grant Value - notes:

There is no maximum grant value but applicants should bear in mind the
total available for all sponsored programmes/projects will be £6.1m
over the period (£500k programme preparation grant in 2008-9, £2.8m in
each of years 2009-10 and 2010-11 to support programme delivery). The
grants will be awarded for programmes and projects that start in April
2009 and are completed by the end of March 2011.
Extended Description:

The fund is open exclusively to third sector organisations (voluntary
and community organisations, charities, social enterprises,
cooperatives and mutuals) both large and small that have the capacity
to implement programmes and projects on a national scale.

Partnerships with other third sector, business and public sector
organisations (including organisations operating at regional or local
scale) are encouraged, where it can be demonstrated that this would
assist in the delivery of the programme objectives. The accountable
body (delivery partner) must be from the third sector and will be
solely responsible to Defra for the delivery of its programme.

Grant funding is available to programmes which:
• help individuals and communities in England live more sustainably;
• are based on a clear understanding of the target audience, its
potential to change behaviour and the approaches which may be adopted
to engage them and enable more sustainable living;
• are capable of influencing widespread behaviour change across
England by scaling up and rolling out activities and approaches which
have been tried, tested, evaluated and demonstrated to have worked
(either in the environmental or other fields).
• focus on one or more of the 12 headline behaviours in Defra's
framework and can deliver programmes which result in increased take-up
and demonstrate attributable change.
Restrictions:

Applications will not be considered where:

* the accountable body is not a properly constituted body or exists
for private gain;
* organisations have purposes that include support for a political
party or political
      campaigning;
* there is insufficient assurance of the accountable body's financial
capability.
* there is a risk that Defra would be subsidising services or
activities in such a way that would distort or threaten open
competition in line with current European Commission rules on State
Aid.
* the primary focus of work would be the promotion of religious activity.

Please note: Defra's grant funding must not be used to directly
benefit public or private sector organisations. The fund is not open
to Defra's Executive Agencies and Non-Departmental Public Bodies
(except that the Energy Saving Trust will play a facilitating role
within the fund).
Key Criteria:

Defra will consider all proposals on their merits and in the light of
available resources. The criteria are:
i. Rationale – demonstration of a clear understanding of the target
audience, the
potential to change behaviour and the approaches which may be adopted to
engage them and enable more sustainable living;
ii. Approach – evidence of the potential effectiveness and value for
money of the proposed approach;
iii. Monitoring and evaluation – evidence of appropriate mechanisms to
demonstrate
impact;
iv. Capacity – evidence of the capacity and ability of the applicant
to reach and engage its audience and deliver a programme with national
scale impact.

Additional criteria will be applied at the full proposal stage. These
are likely to include scale
and potential impact; networks, partnerships and leverage; the
capabilities of the
programme/project team; risks; and legacy.

Eligible Expenditure:

Proposals are to be based on full cost recovery.

Grants can be spent on:
• staff costs where they directly relate to programme activity, i.e.
salaries, employer's
National Insurance contributions and employer's contributions to any
occupational
pension scheme or stakeholder pension scheme;
• overheads proportional to the work carried out including rent, non
domestic rates,
heating, lighting, cleaning;
• postage, telephone, stationery and printing;
• travel and subsistence;
• running conferences, seminars and events;
• plant and equipment, tools, information technology equipment;
• auditor's fees relating to the funded work only;
•communications materials in all media;
• paying for specialist help (e.g. market research, communications
expertise, related
research).

Application Procedure:

There will be a two stage application process:

Stage 1: Submission of Concept notes
Eligible organisations are invited to submit short concept notes,
following the standard template (Guidance note 1). Applicants can
download the concept note application guidance and form from:

Organisations should submit their concept note and application form,
together with a copy or the organisation's most recent audited
accounts and annual report as PDF document(s), which should be sent
to: Behavioursunit at defra.gsi.gov.uk.

Concept notes and the application for the programme preparation grant
for the second stage of the application process should be submitted by
4pm on 16th of December 2008.


Stage 2: Submission of Full Applications
Around 15 candidates will be selected from those who submitted concept
notes in the first stage to submit full applications in the second
stage of the application process. Defra expect that this stage will
start in January 2009 and the detailed guidance and application form
will be published in due course.
