Dust down my 1995 paper calling on HMG to set up local Broadcasting  
Trusts to oversee use of radio and TV spectrum from local transmitters  
(all transmitters are local: national terrestrial services combine  
local transmitters to form national (PSB) pattern and near national  
(cherry-picked, commercial digital) combinations.

Placards out .... 'Local Channels under Local Control" ...
