Not sure - the site does say:

"The UK Government is working hard to connect with people - as you can
see in the Governance of Britain programme and the Communities in
Control White Paper."

And, from "Criteria":

"The project: a) is nationwide; or b) could be rolled out across the
country (it is upscalable); or c) could be adopted by other
organisations."

And, from "Terms & Conditions":

"Your contribution is not defamatory and does not infringe any UK laws. "

However, from "Terms & Conditions":

"The competition will be governed by the laws of England and Wales."

No mention of Scotland in the above sentence.
